The issuance of $49,500,000 City of Forney, Texas general obligation bonds for a single combined facility that will serve both as (i) a recreational activities center to be owned by the City and leased to and operated by the YMCA, and (ii) a municipal library to be owned and operated by the City and the imposition of a tax sufficient to pay the principal of and interest on the bonds.
